FAQ's

Are copies of receipts acceptable?

Yes. A copy is acceptable as long as the device, model number and costs are clearly legible.

Are permits required for the installation of toilets and urinals?

Yes. Certain cities, such as the City of Los Angeles, require permits prior to the installation of devices. Contact your city to confirm the need for a permit prior to the start of any renovation project

How many toilet rebates can I apply for?

Rebates are issued once per lifetime of the property for each eligible fixture up to the total quantity of fixtures at the property.

If I am the property owner, and my tenants pay gas and electric utilities, can I apply for the additional energy rebate for High-Efficiency Clothes Washers?

Yes, as long as the following conditions apply:

  • The qualifying High-Efficiency Clothes Washers were purchased and
  • installed by property owner.
  • You provide a utility bill with the installation address.
  • Completed application submitted.

If I am irrigating less than an acre of land, am I eligible for a rebate on Weather Based Irrigation Controllers (WBIC)?

Yes. The rebate amount for Weather Based Irrigation Controllers(WBIC) and Central Computer Irrigation Controllers is no longer based on acreage.   The rebate is now based on the station capacity of the controller installed.    $25 per station.

Where does the funding for the Save Water, Save A Buck program come from?

Funding is provided by the Metropolitan Water District of Southern California and Metropolitan's 26 member water agencies.

What if my water is paid by an H.O.A., am I still eligible to receive a rebate?

Yes. Tenants of properties managed by an H.O.A. or other type of property management firm, are eligible. A copy of the water bill for the property must be obtained from the H.O.A. to confirm eligibility.

Are tenants of apartments, condominiums and other multi-family properties eligible to receive rebates?

Yes. Tenants are eligible to receive rebates as long as they receive written consent from the property owner and provide a copy of the water bill for the property.

Do I need to provide my Social Security number in order to receive a rebate?

Yes. All rebate applications require a SS or Federal Tax ID number for processing. All rebates of $600 or more are automatically reported to the IRS as income and a 1099 form will be issued.

If I own multiple properties, can I apply using one application?

No. An application must be submitted for each individual property. In addition, water bills and merchandise receipts are required for each property.

What is considered a Commercial property?

Commercial, industrial and institutional properties all qualify for the Save Water, Save A Buck program. Examples of commercial properties include: retail stores, business complexes, manufacturing facilities, hotels and motels, restaurants, healthcare and dental facilities and coin laundries. Additionally, all common areas in condominium complexes or apartment building are considered commercial property.

What is considered a Multi-Family property?

Multi-Family properties include apartment buildings, condominium complexes and mobile home parks. To qualify, complexes must have a total of 5 units or more, or be represented by an HOA or property management company with a combined total of 5 units or more.  The Multi-Family Program rebates apply to the installation of devices inside of individual units and apartments. Installation of devices in common areas and apartment laundries are eligible for the commercial program.

Single family detached homes, duplexes, triplexes and fourplexes are not eligible for rebates through 'Save A Buck'.

Can I apply for multiple rebates at one time?

Yes. Multiple applications may be submitted for rebates at one time. However, individual applications must be submitted for each individual property.

Can I apply for rebates before I install the device?

No. All devices must be installed prior to applying for rebates. Failure to install devices for which a rebate has been received may result in legal action and a forfeiture of rebate payments made.

How do I find out which water agency I have?

Your water agency is the company to which you pay your water bill.

Can I install water conserving devices in phases rather than all at once?

Yes. In certain cases, such as multiple landscape devices or the replacement of toilets in a hotel or motel, can be applied for and installed in phases. A multi-unit tracking sheet or other document clearly outlining the quantity and location of devices is required.

Do you offer rebates on California Friendly Plants?

No. There are no rebates available for California Friendly plants. Please refer to Metropolitan?s water conservation web site at www.bewaterwise.com for valuable information regarding California Friendly flowers and plants.

Do you have a rebate program for residential properties?

The Metropolitan Water District is currently in the process of launching a region-wide residential program. Please visit www.bewaterwise.com for information and launch dates.

What is water conservation?

Water conservation is any beneficial reduction in water loss, waste, or use. It is the reduction in water use accomplished by implementation of water conservation or water efficiency measures. It is improved water management practices that reduce or enhance the beneficial use of water.

What is water efficiency?

The terms water efficiency and water conservation are often used interchangeably. Water efficiency is the accomplishment of a function, task, process, or result with the minimal amount of water feasible. (e.g. toilet flushing or showering)

What is a water conservation incentive?

A water conservation incentive is a policy or regulation, rate strategy, or public education campaign designed to promote customer awareness about the value of reducing water use and to motivate consumers to adopt specific water conservation measures.

My water faucet drips a little; should I bother to fix it?

Yes. Drips waste a precious product, and this waste should be stopped, even though the dripping water may not register on your water meter. To find out how much water you?re wasting, put a measuring cup under the drip and find out how many minutes it takes to fill it up. Divide the filling time into 90 (90 + minutes to fill) to get the gallons of water wasted each day.

What is gray water?

Gray water is untreated household wastewater that has not come in contact with toilet water; such as laundry and dishwasher rinse water. Gray water use is limited and permits may be required for its use.

How should I water my lawn to avoid wasting water?

Water your lawn over an extended period, two or three days per week rather than every day. This allows for deep penetration of the water. Water early in the morning to avoid excessive evaporation. Night watering may promote lawn disease. Lawn watering can be reduced by planting low-water-demanding plants, which provide an attractive landscape without the need to increase water use.

Where does the toilet water go when flushed?

It goes into a sewer pipeline system that flows into the Los Angeles County Sanitation district?s wastewater treatment plant where one of two things will happen following treatment: it will become recycled water for irrigation purposes or discharged into the ocean once it has been treated.

When did the new reservation system take effect?

Starting March 25, 2009, a reservation is required to submit a valid rebate application. This reservation must be acquired on or before the day you purchase your qualifying product, and not prior to March 25th.  For reservations issued between March 25 and June 30, 2009 applications are valid until July 31, 2009.

I purchased a qualifying product and already submitted my application prior to March 25th. Will I still receive a rebate? How can I check the status?

You can call the Save Water – Save A Buck Customer Care line at 877-728-2282 with your application number and we can give you a status update of your rebate.

I already purchased a qualifying product (before March 25th) but have not submitted an application. Can I still obtain a reservation? Will I still receive a rebate?

Please call the Save Water – Save A Buck Customer Care line at 877-728-2282 to determine your eligibility.  Due to funding availability and the program changes, we may not be able to honor all applicants in this situation.

Who is eligible to request reservations and receive rebates?

Only end users and or property/business owners who are customers of Metropolitan Water District (MWD) and the Family of Southern California Water Agencies may reserve Save Water – Save A Buck rebate funds.  Contractors or other third parties are not eligible to reserve rebates on behalf of their customers.   Landscape contractors are eligible to request to have rebates sent to them directly, however this requires that a signed statement verifying the transfer by the end user/customer be included with the application.

How do I reserve my rebate?

You can call the Save Water – Save A Buck Customer Care line at 877-728-2282 and be ready to provide the following information:

  • Your name, address where you will be installing the qualifying product, e-mail address, and telephone number
  • Your mailing address if different than installation address above
  • Name of your water agency (verify this by looking at your water bill)
  • Type of product that you will be purchasing and the number you intend to purchase
  • If you are working with a landscape contractor to install your product, also provide the contractor's contact information and C-27 license number
  • Large projects (with potential rebate values exceeding $50,000) will be required to submit copies of contracts or other documentation demonstrating the validity of the project in order to hold the reservation

After your eligibility is verified, you will be issued a reservation confirmation number over the phone. You will also be given further instructions on completing and submitting the final rebate application.

I’m planning to purchase different devices such as a clothes washer and a toilet (or nozzles and a WBIC). Can I make a single reservation for several products?

No, you must make separate reservations per device type per property.  You can make multiple reservations in the same call, but you will receive a separate reservation confirmation number for each device type.  For large multiple unit multi-family projects, a single project may be staged, and rebates reservations may be made for each stage, however the devices must be purchased after each reservation is obtained.

Is there a time limit on my rebate reservation?

Yes.  For reservations obtained between March 25th and June 30th, devices must be purchased and installed prior to July 31st, and the complete rebate application must be received no later than July 31st (postmark date).  For reservations obtained on or after July 1st, reservations expire after 30 days, so devices must be purchased and a rebate application must be received within 30 days (postmark date) of receipt of a reservation.

How long will it take to receive my rebate payment?

Due to the current high volume of participation and the program transitional period, it may take as long as 16 – 20 weeks to receive your rebate payment.  Rebates reserved via the new system will be paid beginning on July 1, 2009, after the application is received.

How much is my rebate?

Please note that Metropolitan may elect to change the rebate levels of any or all devices at any time.  At this time, most of the Save Water – Save A Buck rebates will remain at current levels, however several device rebates will change in the coming fiscal year, and any applications processed via the new reservation system will be paid at rebates effective on July 1, 2009.  As before, the rebates start at a base level and may be higher for customers of some participating water agencies.  Changes to rebate amounts effective on July 1, 2009 are currently as follows:

High-Efficiency Toilets:   $100 each  
Weather-Based Irrigation Controllers: $25/station (controller capacity)

Do you still require Pre-Inspection requests for large toilet/urinal retrofit projects?

No.  Past Participation Eligibility Requests and Pre-Inspection Requests have been suspended.  However, any rebated application is still subject to post-inspection to verify installation.  If a device is found not installed, the applicant will be required to reimburse the Rebate Program for rebate funds received, including all associated processing costs.
